MAT Assist

From Incarceration to Treatment to Recovery and Community with Forgiveness, Fairness, and Justice

MAT Assist provides a hybrid community-based and technology-enabled model
powered by proprietary MAT Assist® linkage platform. This approach combines clinical
expertise, secure technology, and community partnerships to create a seamless pathway from
incarceration to successful reintegration. It allows carceral facilities opportunity to reduce costs,
improve access to MAT, and links returning citizens to behavioral healthcare.
Key Highlights
- Cost Savings: By shifting treatment and medication management away from facility-
based programs and into outpatient clinics and community partners, the MAT Assist
model reduces staffing requirements and inventory costs. This lowers per-participant
costs while expanding program reach.
- Continuity of Care: MAT Assist ensures that medication-assisted treatment and
behavioral health services are initiated up to 90 days prior to release (“in-reach”) and then
transition seamlessly to home confinement and community care. This continuity reduces
relapse, improves compliance, and lowers recidivism rates.

Transportation and linkage support connect participants to community providers, while
telehealth and insurer partnerships leverage Medicaid Section 1115 Reentry Waivers to

- Leadership: The program is guided by Dr. Orlando R. Davis, a psychiatrist with more
than 30 years of experience in reentry, behavioral health, and public health systems. In
collaboration with partners such as Changing Turn Community Healthcare Services,
where he serves as Medical Director, Dr. Davis currently oversees services for more than
137 individuals referred by Maryland’s Drug Court and Harford County Detention
Center. These clients receive MAT, behavioral health and counseling in community
housing, demonstrating the real-world success and scalability of this model.
